FCs represent various sectors of the community - for example the professions,
commerce, industry, labour and social welfare - which play a crucial
role in the development of Hong Kong. |

LegCo members will be returned by 28 functional constituencie (FCs).
The two FC seats for municipal services in the first term LegCo will
be replaced by the Catering and District Council FCs.The remaining26
FCs will be the same as those in the first term LegCo. |

Voting
systems for the FCs
•
|
For
23 of the FCs, the "first past the post" system will be
used, and each voter may cast one vote. A voter must mark a tick '/'
inside the circle next to the candidate of his/her choice with a chop
provided by polling staff. |

For
the Labour FC with three seats, the "first past the post"
system will be used, and each voter may cast up to three votes with
a chop provided by polling staff. |

|
For
the 4 FCs with a small number of voters (i.e. Heung Yee Kuk, Agriculture
and Fisheries, Insurance, and Transport), the preferential elimination
system will be used. Under the system, a candidate needs an absolute
majority of votes to get elected. A voter must choose at least one
candidate. He/she must mark '1' in the circle opposite the name of
candidate of his/her first preference, '2' opposite the name of candidate
of his/her second preference, and so on. |
